Dubai Millionaire Count Reaches 81,200 and 18th in the World

Dubai now has 81,200 resident millionaires, 237 centi-millionaires and 20 billionaires, and its millionaire population grew 102% between 2014 and 2024. That growth carried the emirate from 21st to 18th place among the world’s 50 wealthiest cities, the sharpest climb in the table over the decade. The figures come from the World’s Wealthiest Cities Report by Henley & Partners with New World Wealth, and they were put back in front of a UAE audience by Gulf News on 25 July 2026. For anyone running or planning a business here, the number that matters is not the headline count but what it does to demand: 81,200 households with at least USD 1 million in liquid investable wealth are a market, a hiring pool and a source of capital sitting inside a two-hour flight of most of the Gulf.

What the report actually measures

The methodology is narrow on purpose. A millionaire, in this report, is a resident with liquid investable wealth of USD 1 million or more, which means cash, listed equities and other readily tradable assets. Primary residences are excluded. A centi-millionaire holds USD 100 million or more on the same basis. Because property is stripped out, the Dubai numbers are not a reflection of real estate prices; they measure money that can be moved, invested or deployed into a business.

The counting is by residence, not by nationality or passport. A founder who relocated from Europe or India and took UAE residency is counted in Dubai, which is exactly why the emirate’s curve is steep: the growth is largely imported rather than compounded locally.

Dubai’s position in the global table

Dubai’s 18th place sits below the established centres but is closing the gap with them. New York leads with 384,500 millionaires, 818 centi-millionaires and 66 billionaires, followed by the San Francisco Bay Area with 342,400, Tokyo with 292,300, Singapore with 242,400, Los Angeles with 220,600 and London with 215,700. Paris, Hong Kong, Sydney and Chicago complete the top ten.

One distinction is worth making, because the headlines often blur it. Dubai recorded the fastest rise in ranking position, not the fastest growth rate. On pure percentage growth over 2014 to 2024, Shenzhen leads at 142%, followed by Scottsdale at 125%, Bengaluru at 120%, West Palm Beach at 112% and Hangzhou at 108%. Dubai’s 102% comes next, ahead of Miami at 94%, Washington DC at 92% and Austin at 90%. What separates Dubai from most of that list is scale: it added its growth on a much larger base, which is why it moved three places in a table where the top twenty rarely reshuffles at all.

Why the money moved

The report attributes the shift to a familiar combination, and each element is verifiable in the UAE rulebook rather than in marketing copy.

  • No personal income tax and no capital gains tax on individuals. Salary, dividends and gains on personal investments are not taxed at the individual level. Corporate tax exists at 9% on taxable profit above AED 375,000, but it does not reach into private wealth.
  • Long-term residency that is actually obtainable. The Golden Visa gives ten years of residency to property investors from AED 2 million, to company owners, and to specialists in defined categories, with renewal rather than a points queue.   • A financial centre with common-law courts. The DIFC and ADGM operate English-language common law with independent courts, which is what makes trusts, foundations and holding structures workable for families used to London or Singapore.
  • Capital that follows people. Institutions are arriving with the private money. Blackstone, managing about USD 1.35 trillion, is preparing a DIFC office, as we covered in our report on its Dubai return.
  • Safety, schools and connectivity. These are soft factors, but they decide whether a family stays after year two, and retention is what turns a visa statistic into a resident millionaire.

Dr Juerg Steffen, chief executive of Henley & Partners, framed the pattern as cities that “blend investment freedom with lifestyle dividends” winning the competition for mobile capital. Andrew Amoils, head of research at New World Wealth, noted that some cities on the list rise as migrant destinations and others as technology hubs. Dubai is squarely in the first group.

Abu Dhabi is running the same play, quietly

Abu Dhabi grew its millionaire population 80% over the same decade and now hosts 75 resident centi-millionaires. The capital’s story is institutional rather than retail: sovereign funds, family offices and asset managers clustering around ADGM. The report projects that the centi-millionaire populations of both Dubai and Abu Dhabi will more than double over the next ten years, growth above 100% by 2035 in the segment with the most spending and investing power per head.

That projection is the part business owners should read twice. A doubling of the USD 100 million-plus cohort changes the shape of demand for private banking, wealth structuring, luxury services, private schooling, healthcare and prime property far more than a proportional increase in ordinary millionaires would.

What this changes for a company operating in the UAE

Wealth statistics are easy to admire and hard to act on. Three practical consequences are worth planning around.

Client mix. If your service can be positioned for high-net-worth clients, the addressable market in Dubai has roughly doubled in a decade while your competition has mostly not repositioned. Advisory, health, education, design, concierge, marine and aviation services all sit in that path.

Banking friction. More wealth means more compliance, not less. UAE banks tightened onboarding as inflows grew, and source-of-funds documentation is now the standard gate for both companies and individuals. Structure before arrival. Whether a family sets up in a free zone, on the mainland or through a DIFC or ADGM holding vehicle determines the tax position, the visa quota and the ability to hold assets outside the UAE cleanly. Changing that later is expensive.

  • Decide the objective first: residency, operating business, asset holding or all three.
  • Match the jurisdiction to the objective, not to the cheapest licence quote.
  • Confirm corporate tax treatment, including free zone qualifying income, before incorporating.
  • Prepare source-of-wealth documentation in advance of the bank application.
  • Check whether the shareholder qualifies for a Golden Visa through the company or through property.
  • Keep economic substance real: office, staff and local decision-making.

The report’s forecast of a doubling in the centi-millionaire cohort by 2035 suggests the trend is not finished. For businesses already here, the practical response is to position for a wealthier client base and to get structure, compliance and banking right the first time.
