FAB Launches Fully Paperless Personal Loans With Real-Time Salary Checks via FAHR

Published: 2026-08-24

On 2026-08-24 First Abu Dhabi Bank (FAB), the largest bank in the UAE with total assets of AED 1.41 trillion (USD 384 billion) as of June 2026, announced its first fully automated, paperless personal loan journey. The bank has built a secure digital link to the central HR system of the Federal Authority for Government Human Resources (FAHR), so an applicant’s employment and salary data are validated in real time instead of being proven with paperwork. The salary certificate and the salary transfer letter, two documents that have anchored consumer lending in the Emirates for decades, are no longer required: eligible customers within the FAHR-integrated employer network complete the entire application online in a few simple steps.

What exactly FAB launched

The new journey is FAB’s first end-to-end digital personal loan process. Until now, even applications started in a banking app typically stalled at the same point: the customer had to request a salary certificate from the HR department, obtain a salary transfer letter, scan or photograph the documents and submit them to the bank, after which staff re-keyed the data manually. FAB has removed that entire loop for a defined segment of applicants.

The integration works through a secure digital connection between FAB and the central HR platform of FAHR, the federal body that manages human resources policy and systems for the UAE federal government. When an eligible customer applies, the system retrieves up-to-date employment and salary information directly from the FAHR side and feeds it into FAB’s credit evaluation. According to the bank, this delivers real-time salary validation, automated data entry, faster processing and better data accuracy, while removing the need for physical documentation or manual intervention by the employer’s HR team.

Old process versus new process

Step Traditional journey New FAB journey with FAHR
Proof of income Salary certificate requested from HR, printed and stamped Retrieved digitally from the FAHR central HR system in real time
Salary transfer letter Separate letter obtained from the employer Not required
Data entry Manual, from scanned documents Automated, straight from the source system
Employer involvement HR department issues documents for every application No manual HR intervention
Format Partly digital, partly paper Fully digital, end to end

The scope at launch is specific: the paperless journey covers eligible customers whose employers sit inside the FAHR-integrated network, which in practice means employees of UAE federal government entities. FAB has not announced an extension to private-sector employers, and the underlying credit criteria have not been changed, what changes is how the bank obtains and verifies the data.

Part of a wider push to remove paper from UAE banking

The launch fits a clear trajectory in the Emirates. Dubai declared its government administration fully paperless in December 2021, and digital-first service delivery has since become the default expectation across federal and emirate-level bodies. In banking, the Central Bank of the UAE is running its Financial Infrastructure Transformation programme, which has already produced the Aani instant payments platform and the Jaywan domestic card scheme. Government-to-bank data integrations such as the FAHR link are the next logical layer: instead of asking the customer to carry documents between two institutions, the institutions talk to each other directly.

For the UAE’s largest bank, the move also has competitive weight. Consumer lending is one of the most contested products in the country, and application friction is a real factor in where customers apply. A journey with no certificates and no employer letters is measurably easier than one that requires both, and other retail banks will now be benchmarked against it. Anyone comparing UAE banks, whether for personal or business banking, can see in our UAE bank account guide how differently individual institutions handle onboarding and documentation.

What changes for customers and employers

The practical effects of the new journey:

  • no salary certificate: employment and income data come from the FAHR system automatically;
  • no salary transfer letter: the requirement is removed from the journey entirely;
  • no collecting, scanning or printing: the application is completed online in a few steps;
  • real-time validation: the bank sees current, source-verified salary data rather than a document issued weeks earlier;
  • less load on HR departments: government employers no longer issue paperwork for each loan application;
  • fewer errors: automated data entry removes manual re-keying on the bank side.

What it means for business in the UAE

The direct beneficiaries today are federal government employees, but the signal matters for the whole market. Banks in the UAE are moving from document-based verification to source-based verification, where data arrives through secure integrations rather than customer uploads. The same logic is already reshaping corporate banking: compliance teams increasingly verify licences, shareholders and addresses against government registries directly. For founders and employers, that trend gradually shortens onboarding for accounts and credit products, and it raises the value of keeping corporate records clean and consistent across registries. Banking access remains one of the decisive practical questions when setting up a company in the UAE, and the direction of travel, less paper, more real-time data, works in the customer’s favour.

FAQ

Who can use FAB’s new paperless personal loan journey?

Eligible FAB customers whose employers are part of the FAHR-integrated network, which covers UAE federal government entities. For this segment the application is fully digital: the bank retrieves employment and salary data directly from the FAHR central HR system. FAB has not announced an extension to private-sector employers.

Which documents are no longer required?

The salary certificate and the salary transfer letter. Both used to be issued by the employer’s HR department for every application; now the same information is validated in real time through the secure FAB-FAHR integration, and the customer submits no paper documents at all.

Does the FAHR integration change loan eligibility criteria?

No change to credit policy has been announced. The integration changes how FAB obtains and verifies data, automatically and in real time instead of via documents, while the bank’s credit evaluation process itself continues to apply as before.

What does this launch mean for private-sector employees in the UAE?

At launch the paperless journey covers the FAHR network only, so private-sector employees still follow the standard process. The broader significance is the model: UAE banks are shifting to direct source-data verification, and successful government integrations of this kind typically define what customers expect from every bank in the market.
