A first edition that sold out before it opened

Who is actually in the room
The composition matters more than the headcount. Over 200 investors arrive with USD 91 billion under management, which puts allocators and founders in the same two-day window. More than 180 speakers lead the Summit programme, headlined by Arthur Mensch, Co-Founder and CEO of Mistral AI, and Marc Raibert, Founder of Boston Dynamics, appearing together in the UAE for the first time to discuss sovereign AI, new alliances and industrial intelligence.
Mistral arrives in Abu Dhabi for the first time on the back of a EUR 3 billion Series D, about USD 3.49 billion and the largest single funding round raised in Europe, which valued the company at more than EUR 21 billion, or roughly USD 24.42 billion. ElevenLabs, which serves enterprises and governments across 80 countries, will show ElevenAgents, a platform for building conversational experiences into products and services, alongside ElevenCreative, which pairs its audio models with image and video generation.
Certified trainings and workshops sit alongside the conference tracks and cover multi-agent workflows, rapid prototyping, model development and emerging tooling. For an operating company, that part of the programme is often worth more than the keynotes.
The government side: an AI-native administration by 2027
More than 50 UAE government entities are taking part, led by DGE as Host Partner, in what the organisers describe as the largest showcase of public sector AI use-cases assembled anywhere. DGE is steering the Abu Dhabi Government towards becoming the world first AI-native government by 2027. It has already integrated more than 40 government entities into a single AI-driven ecosystem, with over 100 AI use-cases live across the emirate public services, and a USD 3.54 billion investment programme sits underneath that push.
H.E. Wesam Lootah, Director General of GovDigital at DGE, framed it in plain terms: “Abu Dhabi will become the world first AI-native government next year, and the evidence is already clear in the way we are redefining public services for millions of people and businesses.” H.E. This is the part of the story with the most direct bearing on companies registered in the UAE. Licensing, permits, inspections, payments and government correspondence are the surfaces where an AI-native administration is felt first, and Abu Dhabi has now put a public date on it.
Sovereign research on display
The Technology Innovation Institute (TII), the applied research pillar of the Advanced Technology Research Council in Abu Dhabi, will present 23 demonstrations drawn from nine research centres. They are weighted towards sectors where the UAE has genuine depth: energy, materials, marine and maritime infrastructure, aerospace and autonomous systems. One of them, GeoAI, is a machine-learning model of the subsurface geology of the northern UAE built to support national mineral exploration.
TII builds its Falcon family of large language models on the principle that capability comes from how a model is constructed rather than how large it is. Falcon-H1 Arabic, trained on high-quality Arabic data with a purpose-built architecture, currently leads the Open Arabic LLM Leaderboard. The practical consequence is a lower barrier to entry: an organisation without the infrastructure that very large models demand can still deploy something useful.
