Abu Dhabi will launch TAMM 5.0, a new version of its government services app, in December 2026 at GITEX Global in Dubai, the Department of Government Enablement (DGE) said on 6 October 2026. TAMM now has about 4.7 million users, more than 1.5 million of them added in the past year, and about 90% of its transactions are completed within a day. The update is the next step towards the emirate’s goal of becoming the world’s first fully AI-native government by 2027. The DGE has not yet disclosed which services or features will change in version 5.0.
What the DGE announced
The announcement came from Ruba Al Hassan, Director General of Strategic Affairs and Future Foresight at the DGE, in an interview with The National at the AI Everything summit in Abu Dhabi on Tuesday, 6 October 2026. The article was published on 7 October. According to Al Hassan, TAMM 5.0 will offer “increasingly intelligent” services that are more “proactive and personalised”, while staying “simple and trusted”.
She described the release as “another step” from digital government to AI-native government, “moving towards a model where government increasingly understands context, anticipates needs and helps people achieve things more easily”. In her words: “It’s time for the next phase, which is about making the experience even more seamless and reducing the effort required from residents, businesses and visitors.”
The DGE did not name specific new services, features or changes to existing procedures. Until the December release, the current version of TAMM and its procedures stay in place.
Where and when TAMM 5.0 will be shown
TAMM 5.0 is due to be introduced at GITEX Global, which in 2026 moves to new dates and a new venue: 7 to 11 December 2026 at the Dubai Exhibition Centre in Expo City Dubai. Until 2025 the exhibition was held in October at Dubai World Trade Centre. The DGE has not said on which day of the exhibition the new version will be presented.

The pace of growth is visible in the DGE’s own reports. In January 2026 the department counted 3.8 million users and more than 1,150 services. By August the platform had 4.6 million users, including about 700,000 local users and 3.9 million residents, and 1,199 services. In October the figure reached 4.7 million.
The 2027 target: an AI-native government
TAMM is the main public face of the Abu Dhabi Government Digital Strategy 2025-2027, launched by the DGE in January 2025 with AED 13 billion in investment. The strategy sets four goals: 100% end-to-end digitisation of government processes, more than 200 AI solutions deployed across government, full migration to a sovereign cloud and a unified ERP system. According to the DGE, it is expected to contribute AED 24 billion to GDP and create 5,000 new jobs.
In its review of 2025, published on 8 January 2026, the DGE reported that TAMM works in more than 90 languages and resolves 95% of requests through AI. In 2025 the department also launched TAMM AutoGov, which it calls the world’s first AI public servant: it handles licence renewals, medical appointments and other recurring needs without the user having to ask.
Al Hassan said the DGE remains focused on the 2027 target and is “moving with urgency, but building responsibly”. Progress, in her view, is measured not by individual AI applications but by the foundations behind them: data, infrastructure, digital services, workforce capability and governance. “People need confidence that AI is being used responsibly, transparently and with clear human accountability,” she said.
At the same summit Omar Al Olama, Minister of State for Artificial Intelligence, Digital Economy and Remote Work Applications, called for responsible use of AI, including agentic AI that can take decisions and act with minimal human supervision.
What TAMM already does for companies
For business, TAMM is not only a citizen app. The Abu Dhabi Investment Office (ADIO) describes it as the single digital gateway that investors use to set up, license, register and operate a business. The platform was launched in 2018 and unites more than 30 Abu Dhabi government entities. Through TAMM a company can:
- obtain and renew licences, register a business and reserve a trade name;
- register property title and leases through Abu Dhabi Real Estate Centre (ADREC) services;
- handle long-term residency, sponsorship and Emirates ID procedures;
- use the AI assistant, which runs on Microsoft Azure OpenAI and the G42 Compass 2.0 platform and can complete some services on the user’s behalf.
In September 2026 Abu Dhabi also added a portal for investment in government land and buildings to TAMM, covering the path from choosing a site to signing a contract. Earlier this week the UAE ranked first in the world for satisfaction with digital government services in a BCG survey, at 89%.
What this means for business in the UAE
For now the procedures do not change. The DGE has announced the timing of TAMM 5.0 but not its content, so licences, permits and property registration in Abu Dhabi continue to go through the current version of the app. The practical consequence concerns the coming months: from December, companies licensed in Abu Dhabi can expect a new interface and more automated services, and internal routines built around the current version may need to be reviewed.
