16 October 2026
Abu Dhabi has set up TAMM Global, a private company that will license the emirate’s AI-powered government services platform TAMM to governments in other countries. The Department of Government Enablement (DGE) announced the new entity, officially named Abu Dhabi Digital Services Company TAMM Global, on 16 October 2026 under the directives of Sheikh Khaled bin Mohamed bin Zayed, Crown Prince of Abu Dhabi and Chairman of the Abu Dhabi Executive Council. TAMM brings more than 1,200 public and private sector services into one app, customer satisfaction has risen from 78% in 2022 to 94.5%, and the cost of providing services has fallen by 30%. For users in Abu Dhabi the announcement does not change any procedure: the news is about selling the platform abroad.
What the DGE announced
The announcement was published by the Abu Dhabi Media Office on 16 October 2026 and covered by Gulf News, The National and Axios. TAMM Global is set up as an independent private sector company, which means it can sign agreements directly with governments, organisations and institutions anywhere in the world, rather than working through government to government channels only.
Ahmed Tamim Hisham Al Kuttab, Chairman of the DGE, said that TAMM was created to improve quality of life in Abu Dhabi, now serves millions of users and has become “an integral part of how people and businesses interact with government”. The new company, in his words, makes capabilities “developed and proven effective and efficient in Abu Dhabi available to governments seeking to deliver better outcomes for their people”.
What the founding law allows the company to do
Under its founding law, TAMM Global has a broad mandate. According to the official release, the company will:
- develop, manage and deliver an integrated ecosystem of digital services, including digital government services;
- own and operate specialised digital services platforms and develop their capabilities and infrastructure;
- manage, operate and develop TAMM itself;
- own the intellectual property rights linked to these platforms;
- conduct studies and research on the digital services sector and run training programmes for Emirati talent;
- build strategic partnerships and invest in sector opportunities in the UAE and abroad.
How the licensing model works
TAMM Global will not export a finished app with Abu Dhabi services. It will license the platform architecture and the implementation methods that Abu Dhabi used to build and run TAMM at scale. Governments get access to the technology, the operating model and the technical expertise behind it.
The platform comes with a library of pre-built government services, service journeys and digital capabilities. A licensing government adapts them to its own laws, regulatory framework and operating requirements, so it does not have to go through every stage of design and development from scratch. Axios quoted the announcement as offering governments “bespoke versions of TAMM, adapting the platform to their own laws, policies, public services and citizen needs”. The release links this to demand for technologies that protect sovereignty and public trust and comply with regulatory standards.
TAMM in numbers
The table brings together the figures from the TAMM Global announcement and the latest user count published by the DGE.
| Indicator | Figure | Source |
|---|---|---|
| Services on the platform | more than 1,200, public and private sector | DGE, October 2026 |
| Customer satisfaction | 94.5%, up from 78% in 2022 | DGE, October 2026 |
| Cost of providing services | down 30% | DGE, October 2026 |
| Visits to service centres avoided | about 9 per user a year | DGE, October 2026 |
| Time saved | about 12 hours a year per person or business | DGE, October 2026 |
| Users | about 4.7 million | DGE via The National, 7 October 2026 |
The DGE notes that the 78% satisfaction score dates from 2022, before AI was built into the app. TAMM has also collected international awards: in 2025 it was named the world’s best e-government initiative at the UN-backed World Summit on the Information Society (WSIS) Prizes, and in 2026 it won the Government category for Europe, the Middle East and Asia in the Gartner Eye on Innovation Awards.
What has not been disclosed yet
The announcement sets out the mandate and the business model, but several details are still missing. The DGE has not named the company’s capital, its management team, the first client governments, the pricing of licences or a timeline for the first international deployments. The release also does not say how TAMM Global will divide responsibilities with the DGE for running TAMM inside Abu Dhabi. These points will matter to anyone who wants to work with the company as a partner or supplier.
What this means for business in the UAE
For companies licensed in Abu Dhabi, nothing changes in practice today. The release does not announce any change to the services, fees or access rules in TAMM. Licences, permits, lease registration and residency procedures continue to run through the current app. The next change users should watch for is the separate release of TAMM 5.0, which the DGE plans to present at GITEX Global on 7 to 11 December 2026.
For technology and GovTech companies, the release states that TAMM Global will build strategic partnerships and invest in sector opportunities in the UAE and abroad. It does not yet say how partners will be selected. For founders comparing emirates, the quality of digital government is one factor alongside cost, permitted activities and office requirements; we compare them in our guide to company formation in the UAE.
