Dubai’s Last-Mile Transport Plan: 25 Districts, 63 Stops by 2030

Dubai’s Roads and Transport Authority (RTA) has unveiled a five-year plan to solve the “last-mile” problem, the short first and final stretch of any journey that keeps commuters in their cars. Announced on 2026-07-19, the programme will connect 25 residential districts with 63 public transport stations by 2030 through dedicated walking and cycling infrastructure, cutting road traffic and improving air quality across the city. What the RTA plan actually covers

The initiative targets the gap between where people live and the nearest metro, tram, or bus stop. RTA will build continuous pedestrian and cycling links, safe crossings, and shading around 63 transport stations serving 25 neighbourhoods, so that reaching public transport on foot or by bike becomes the natural choice rather than a chore.

The newest zones added to the programme include Dubai Marina, Al Murar, Naif, Al Rigga, and Al Muraqqabat. They join districts already upgraded, among them Al Mankhool, Al Qusais, Al Karama, Al Barsha 1 and 2, Al Khawaneej 2, Hor Al Anz, Abu Hail, and Al Souk Al Kabeer. In parallel, 37 metro stations are being enhanced with pedestrian and cycling tracks, safe crossings, and shaded walkways to make the walk to the platform comfortable even in summer.

The plan responds to a clear shift in how residents move around. In 2025 Dubai recorded 57.3 million bicycle trips and 39.6 million e-scooter trips, a combined 96.9 million journeys and a 23% rise since 2024. Walking is growing too: pedestrian journeys climbed from 326 million in 2024 to 342 million in 2025.

Mattar Al Tayer, director general of the RTA, framed the strategy in blunt terms: “Soft mobility has become one of the strategic enablers of the future mobility ecosystem.” In other words, walking and cycling are no longer an afterthought but a core part of how Dubai plans to move people.

Two new metro lines anchor the network

Last-mile links only pay off if the trunk network keeps growing, and Dubai is building two major lines. The Blue Line, due in 2029, adds 14 stations at a cost of AED 20.5 billion and connects Mirdif, Dubai Silicon Oasis, and Dubai Creek Harbour, areas that have seen heavy residential and commercial development. The Gold Line, targeted for 2032, is a 42km underground route with 18 stations, an AED 34 billion investment that expands the metro network by about 35%.

Together the two lines pull fast-growing districts into a single, walkable transit map. Property near a confirmed station, and the soft-mobility links that feed it, tends to hold value and rent better than car-dependent locations, a pattern already visible in mature transit-oriented markets worldwide.
